Constantin Postoiu

Head of Data Analytics

Constantin Postoiu is a Senior Data Analyst and Team Manager at Energy Policy Group.

Using extensive knowledge in data analysis, Constantin provided support for data-driven decision making both in the public and private sector. Working in the Romanian Government, he was in charge of creating a methodology for subsidising public transport for pupils, using data from different public institutions. The challenge was to identify a way to split the financial impact between the companies and the state budget so that the state expenditure is minimum and that companies will still have a reasonable profit from this. Leading a team comprising representatives from five ministries he managed to implement the methodology through a Government Emergency Ordinance and a Government Decision.

In the energy domain, he created a complex aggregate indicator at LAU level 2 (formerly NUTS level 5) that shows what is the most efficient way to expand the natural gas pipeline network. The indicator comprises data about population density, income, altitude, distance to grid and covers all the municipalities and communes in the country.

He has extensive experience in data collection and analysis across EU countries, at national and subnational level.

Constantin holds a PhD in Economics, thesis Endogenous regional growth in Romania, from the Bucharest University of Economic Studies. During this time, he published several papers on refereed journals, mostly on regional development. He also holds a Master and Bachelor in Economics from the Bucharest University of Economic Studies.

With regard to people management, at Molson CoorsConstantin hired and then led a team of 11 analysts in a newly created department in the Bucharest office. He was also in charge of the knowledge transfer process from US to Romania and took the opportunity to create and deploy internal trackers and KPIs, tools that were subsequently adopted by the more senior team in the USA.

Mother tongue Romanian, he is fluent in English and has some knowledge of French.
